Willow Creek Neighborhood Meeting 8/14/2024
- Treasurer Report
- Passed out financial report, went through charges
- ~168 homes have donated out of ~340 homes
- ~90 are landlords
- LG&E bill averages $770/month, we need 189 homes just to pay LG&E for a full calendar year
- Financial transparency is not an issue, we can and do provide bank statements and LG&E bills.
- Resident question (RQ): Can we get a discount through the post office?
- Explained how Lisa uses her personal job to print newsletters and get postage.
- Bulk rate postage $1,200 just to get going.
- LG&E also will not give us a “non-profit” discount, they don’t charge us interest when we’re late but that’s it.
- RQ: If you have the email, do you also send it to the mail?
- No, however we only have 156 emails out of 340 houses. Trying to encourage more.
- RQ: What is the $400+ Amazon charge?
- Fraudulent charge, we were reimbursed the following month.
- Resident Compliment: Thanking the board and the people who mow and maintain common areas.
- Speed bumps
- Why is it on the table? A lot of speeding problems, someone’s house was damaged by a drunk driver.
- Carla: Over the years we’ve had a lot of complaints about speeding. Jefferson County, Winkler & Reed are the district representatives. We’ve begged and pleaded for a very long time for stop signs. They will NOT do it. What’s next? Road investigation to see if we qualify for speed bumps.
- We do qualify on Windy Willow. Scott Reed’s office intends on sending letters to the people who live on Windy Willow. As a community/board we can decide to NOT have Reed’s office send the letters out.
- RQ: Why are stop signs any different than speed bumps?
- Government decides that, not us.
- RQ: Other options besides speed bumps and stop signs??
- Cops a few times a week?
- They were out in February, wrote 1 ticket the whole time they were there.
- Apparently there is only 1 traffic control officer.
- RQ: Why don’t they include other streets?
- We aren’t exactly sure the specifics of how local government determines these things.
- Everyone is more than welcome to make phone calls to district reps and other officials. Neighborhood Association can only do so much with our limited resources.
- Took a vote of the room regarding speed bumps, wrote it on the sign in sheet.
- What are the negatives to speed bumps?
- Traffic will get pushed to other streets, it will just transfer the problem from one road to another.
- RQ: Can we put only 2 speed bumps instead of 4 to see if it will work?
- We can inquire about that.
- RQ: Do we pay for this out of our budget?
- We do not pay for the speed bumps, JC will be paying for it. Association will usually pay for half, Carla told them it’s not possible. JC said they will pay for it all, that is when the traffic study was conducted.
- Another question about stop signs
- Jefferson County won’t even entertain it. You can’t just put up stop signs. We do not qualify.
- We can inquire to Oldham County, it would probably be much of the same answer.
- Traffic control devices that are under federal regulations. Carla has been told time and time again that it is not an option per the local and federal government regulations.
- Lower speed limit signs instead of 25, 15
- Cops a few times a week?
- More questions about speed bumps:
- 70% of people on Windy Willow need to vote when/if Scott Reed’s office sends out the letters.
- Sidewalks in Oldham County
- They are essentially investigating the different options for how to fix, and coordinating with various contractors. Our subdivision has more work needed than previously thought. So OC is in the “investigating and planning” stage of things.
- Street Lights
- Enough money has been collected to where we can keep lights on through November and possibly December.
- Carla made up the difference last year to keep the lights on.
- Can LG&E put the charge on every houses electric bills?
- Add $4 a month onto the LG&E bill instead of collecting donations?
- Board Election
- Only the current members were even on the ballot, there isn’t a lot of interest to be on a volunteer board.
- We need an election to get new members on the board, if people are even willing to sign up.
- Why do we have 2 treasurers?
- There was a treasurer at the old HOA who was essentially not doing their job. So now we have the 2 for a fail-safe and accountability on the financial side of the association.
- Again, transparency is not a problem.
- Will the gates come down by Rock Springs?
- As soon as the development is done they will open the gate.
